Lighttpd help

I'm thinking something might be wrong with my permissions, but I can't figure out what. I can download the config.ini file through the browser, which seems like a bad idea, but yet I get a 403 forbidden error when I try to navigate to index.php. Below is an "ls -la" of my selfoss folder.
